Design intent

Make continuity pressure a playable resource contest. The player is not fighting over whether a fact occurred; the player fights over who has the right to keep, release, suppress, or split that fact.

Scope

Affected cards: 归档权认领桌, 未归档黑箱残片, 双层归档副本, 观众归档署名, 艺人拒忆回执. Affected counters: ArchiveCustody, ContinuityAuthority, UnauthorizedArchive, AudienceTrust.

Oracle

Within a 30-turn horizon, holding 归档权认领桌 with 未归档黑箱残片 must offer a 归档认领事件. The event must expose claim, release, and suppress branches; at least one branch must move ArchiveCustody, and missing the fragment must create hostile custody pressure instead of silently doing nothing.

Progress metric

ClaimedArchiveFragments >= 3 with replay-visible event, cards observed, branch taken, and counter deltas.
