Memorial Black-Box Custody Resolves Into a Playable Route

Design intent

Within 30 turns, the memorial/black-box situation must become a traceable route fork. The player touches at least one custody object, pays at least one local counter cost, and produces either a named custody resolution or a named black-screen consequence.

Oracle

1. By turn 5, event.memorial_black_box_hearing is offered or scheduled.
2. By turn 10, at least two custody cards exist in run state.
3. By turn 15, at least one custody card has a named holder.
4. By turn 20, rite.memorial_custody_hearing is attempted or blocked by a named threshold.
5. By turn 30, exactly one memorial route consequence exists.
6. Non-black-screen resolutions move at least one local counter.
7. 白鸦 edits increase continuity_debt unless an exemption is logged.
8. 郁蓝 preserving an unauthorized shard leaves positive archive integrity and nonzero legal-body exposure.
9. The trace does not start already satisfied.
