播出许可

播出许可 is the Storyteller rule that turns private force into corporate reality.

A major intervention does not become canonically true just because a character attempts it. It becomes true when the system can broadcast, cut, audit, archive, sponsor, oxygenate, legalize, or memorialize it. In play terms, 播出许可 binds management authority to RPG action.

A rite using 播出许可 must declare:

• authority — which asset makes the action actionable: 赞助资产, 法务资产, 档案资产, 纪念资产, 氧气资产, or 审计资产.
• operator — which card performs the visible action.
• cut — how broadcast can become reality: saintly pacification, legal folding, black-box edit, unauthorized witness, or white-glove audit.
• cost — at least one visible counter or asset must be spent, risked, polluted, or locked.
• trace — after resolution, the rite must leave a visible state change.

If a rite has no valid authority, it may still offer an illegal or black-box choice. That choice cannot resolve as a clean success. It must create 未授权痕迹, increase 审计压力, damage 档案可信度, consume 氧气余量, or add 纪念债.

Baseline rule

For Storyteller baseline combat 01：安保清场, a room is cleared only when at least one of the following is true:

1. the crowd accepts 白昼圣女 as the emotional center;
2. 折纸经纪人 folds the order into sponsor/legal schedule;
3. 黑箱剪辑师 produces a broadcast cut the system accepts;
4. 白手套监察 signs the clearance as audit-clean;
5. 未授权史官 preserves the event as an illegal witness route, creating future risk instead of clean control.

Evidence expectation

The converted oracle is 播出许可 must gate authority, cost, and trace. It requires an authorized branch and a dirty/unauthorized branch within a 30-turn replay horizon.
