Huo Qian / 火签
火签 is the fan scavenger and radical witness for the D-17 side route.
Function
火签 is the exchange point for missing trainee fragments and fan-side evidence. The route should avoid making fan radicalism automatically correct or automatically foolish.
First encounter
D-17 back alley graffiti, fan badge clue, or conflict scene.
Miss / recruit logic
If security clears the alley or the player frames the fan group as extremists, 火签 turns hostile or disappears.
火签 can become a witness/follower if the player preserves fan evidence and refuses to cut the group as extremists.
