Broadcast License
The broadcast license is the producer office’s pressure surface for making staged work count as public reality. It tracks capacity, occupied slots, blackscreen slots, and the rule that durable reality changes require broadcast recognition.
A facility, archive change, or construction project can be planned off screen, but it does not become socially and legally real until a recognized schedule contract or premiere puts it on screen. This keeps Storyteller in management/RPG territory: the player manages rights, slots, countdowns, performers, sites, resources, and public cover instead of clicking through a linear VN chapter.
Minimal fixture
The first executable fixture is Broadcast License: First Contract Gates Reality. It uses a capacity of 5, proves an unauthorized build is blocked, accepts one staging/construction contract, creates one public-facing hidden clinic through a premiere, and shows an expiry branch that creates blackscreen pressure.
